Tiger Group and Can-Am Machinery are inviting offers for a late-model recycled fibre processing and OCC pulp production facility formerly operated by Total Fiber Recovery @ Chesapeake. The assets are available as a turnkey opportunity, in bulk, or piecemeal, creating a notable opening for paper, packaging, recycling and biomass operators seeking modern equipment with limited operating hours.

The 45,000-square-foot plant was designed to process old corrugated containers into 100% post-consumer recycled fibre, cleaning, screening, drying and delivering the output as kraft-wrapped bales. According to the sale information, the system was built around a 600-tons-per-day OCC pulping, screening and drying platform and can produce up to 200,000 metric tons of unbleached recycled pulp annually.

The timing is significant for the packaging industry. Demand for recycled fibre remains closely linked to corrugated packaging, e-commerce shipping, fibre-based substitution and circular economy targets. A facility capable of converting post-consumer OCC into recycled pulp can support mills, converters and packaging producers looking to strengthen access to secondary fibre.

For buyers, the opportunity is not only the equipment itself, but the chance to acquire an integrated recycled fibre platform at a fraction of the time and complexity of a new-build project.

Key assets include pulping and baling technology from Kadant Black Clawson and a high-utility drying system from TSI. The TSI rotary drum dryer system includes a premium Hauck burner and Clarage induced-draft fan. Measuring 16 feet by 70 feet, the stainless-steel system is designed for an airflow rate of 146,124 cubic feet per minute and temperatures reaching 500 degrees Fahrenheit.

The dryer may be of interest beyond traditional pulp applications because it is described as capable of handling materials ranging from sludge to renewable wood pellets. This broad utility could attract buyers in biomass, waste processing, renewable materials or industrial drying markets, as well as recycled paper and packaging producers.

The wet side of the plant includes material handling and preparation equipment such as a Neilsen & Hiebert Systems pulper feed conveyor, automatic bale wire cutters and Kadant pulping systems. Equipment listed includes a 10DR hydrapulper, trash well, wash tower, Hydrapurge II-X detrasher, ragger, rag rope cutter, coarse screens, float purge systems and LC17 liquid cyclone heavy-duty cleaners.

These supporting systems are essential to the efficient operation of recycled fibre plants, where water handling, rejects management and process stability directly influence yield and quality.

The sale also includes plant support and utility equipment such as generators, air compressors, an air dryer, welder generator, electrical distribution assets, motor control centres, variable frequency drives, transformers, conduit and wiring. Spare parts originally valued at approximately $250,000 are also available, including a spare pulper motor, rotor, dryer motor gearbox assembly and laboratory equipment.

For the packaging sector, the availability of this OCC pulp mill highlights the continuing strategic value of recycled fibre infrastructure. As brands and regulators push for higher recycled content and lower dependence on virgin resources, assets that can process post-consumer corrugated material into usable pulp may become increasingly important.
