UK MPs urge stronger aluminium recycling and scrap retention policies as domestic reprocessing falls despite growing capacity.

UK MPs Call for Aluminium Recycling to Support Domestic Supply Chains

UK lawmakers push to retain more aluminium within domestic recycling

UK Members of Parliament are calling for aluminium recycling policy to become more closely aligned with national industrial strategy, arguing that the material should be treated as a strategic resource rather than simply as another recyclable waste stream.

During a Westminster Hall debate on local authorities and recycling, MPs highlighted aluminium’s importance to packaging, construction, defence and other industrial sectors, while raising concerns about the growing volume of recovered material leaving the UK for reprocessing abroad.

The debate comes as policymakers attempt to improve recycling performance while strengthening domestic supply chains for critical materials.

Domestic reprocessing share has declined

One of the main concerns raised during the discussion was the decline in the proportion of recovered aluminium being reprocessed within the UK.

Domestic reprocessing reportedly fell from 83% in 2021 to 68% in 2024, despite additional recycling capacity becoming available.

Industry representatives argue that exporting increasing quantities of aluminium scrap can reduce the economic value retained in the UK and weaken access to secondary raw materials for domestic manufacturers.

Aluminium positioned as a strategic circular material

Aluminium is particularly valuable within recycling systems because it can be repeatedly recycled without losing its fundamental material properties.

Reprocessing aluminium also requires substantially less energy than producing primary metal, making secondary aluminium an important resource for reducing industrial carbon emissions.

MPs therefore argued that maximising collection rates is only one part of the challenge. Ensuring that recovered material is processed and reused within domestic manufacturing could provide additional economic and environmental benefits.

Packaging reform could influence material flows

Upcoming changes to packaging collection and producer responsibility systems could significantly affect the quantity and quality of aluminium recovered from households.

Industry groups are calling for these reforms to be designed in a way that produces high-quality material streams while supporting UK reprocessors and packaging manufacturers.

This is particularly relevant for beverage cans and other aluminium packaging, where efficient collection can create relatively closed material loops and enable recovered metal to return rapidly to production.

Demand for aluminium is expected to increase

The strategic importance of aluminium extends beyond packaging. The material supports transport, renewable energy, construction, defence and electrical infrastructure, all of which are expected to contribute to rising demand.

According to figures cited during the parliamentary discussion, UK demand could increase significantly by 2035.

This makes access to recycled aluminium increasingly important, both as a lower-carbon raw material and as a way to reduce dependence on imported primary resources.

Circular economy policy moves closer to industrial strategy

The debate illustrates how recycling policy is increasingly being viewed through an industrial and supply-chain perspective rather than purely as a waste-management issue.

For packaging producers, stronger domestic recycling could improve access to recycled metal, support recycled-content targets and reduce exposure to international raw-material volatility.

The challenge for policymakers will be to increase collection and recycling rates while creating the economic conditions needed to keep more aluminium circulating within UK manufacturing.
