Plastic circularity is moving from corporate ambition to operational reality, as major consumer goods companies seek to reduce virgin plastic use while maintaining packaging performance, safety and consumer appeal. Unilever has reported reaching 25% post-consumer recycled plastic in its packaging by 2025, showing how material innovation, supplier partnerships and design changes can support a more circular packaging model.
The achievement reflects a broader transformation across the plastics value chain. Packaging teams are being asked to design formats that protect products, meet regulatory requirements and remain desirable on shelf, while also helping materials stay in circulation after use. For global brands, this requires changes that go far beyond replacing one resin with another.

For Unilever, scaling post-consumer recycled content has involved work across packaging design, sourcing, manufacturing and end-of-life systems. Introducing PCR into global production lines is technically demanding because recycled plastics can vary in quality, colour and mechanical performance. Unlike virgin resin, PCR depends heavily on how material is collected, sorted, washed and processed.
This variability can affect transparency, strength, appearance and filling-line behaviour. In applications such as mayonnaise squeeze bottles, laundry detergent packs or personal care containers, recycled resin must still meet strict standards for safety, durability and consumer experience. Packaging that is more sustainable must also function reliably during transport, storage and use.
To address these challenges, Unilever worked with more than 60 suppliers to secure new PCR streams and test materials against packaging performance requirements. Collaboration across collectors, recyclers, converters and brand owners is essential, because the quality of recycled content is shaped long before it reaches the packaging producer.
Digital tools are also becoming more important. Advanced testing and modelling can help predict how recycled plastics will behave during manufacturing, reducing the need for repeated factory trials and accelerating development. This type of approach allows companies to improve speed to market while lowering material waste during testing.
The wider industry is also recognising that circularity begins at the design stage. Poorly designed packaging can reduce recyclability, contaminate material streams or lower the value of recyclate. Design guides, such as those used by recyclability organisations, help brands understand how colours, labels, adhesives, closures and multilayer structures affect recycling outcomes.

Unilever’s progress shows that large-scale PCR adoption is possible, but it also reveals the complexity behind the achievement. The next phase of plastic circularity will depend on reliable recycling infrastructure, stronger end markets and packaging designs that make high-quality recyclate easier to produce. For the packaging industry, circularity is no longer a future concept. It is becoming a practical requirement for competitiveness, compliance and long-term sustainability.
